They're screwed and it's all their own fault.

I think they've all shown great restraint. The people who were inside the Refuge were well armed and had threatened to shoot their way out. They went so far as to follow the employees who worked at the Refuge to their homes in an effort to intimidate them. That was interpreted as a threat.

so you think just letting people break laws and threaten people is OK?
Just let people break the law and go home after they threaten to shoot the police who try to arrest them?
No, I'm saying that you haven't offered any ideas about how to go about dealing with this situation. You've been quick to blame, but you have offered no solutions.
