Quite a lot of it does eventually trickle down to PFC Shmuckatelli, Joe Q pork barrel assembly-line worker and Jane Q publicly traded company stockholder. Think the big hardware update projects and the outsourced software/maintenance make more profit for the military-industrial complex than those far&few shots fired in anger do.
