Bermuda might be an option. Its well run like Scandinavia but witha liberal guest worker visa policy.

Lots of Indian waitstaff there. When my wife and i had beers with them they said it was easy for an Indian engineer to get a job in the US but impossible for an educated but unskilled person to get a job here but that Bermuda paid better anyway.
