Can someone explain to me how a theocracy, that is, a religious government that believes that a God is recognized as the supreme civil ruler of the state, rationalizes selling bomb drones to a mafia pretending to be a government so that very same mafia can bomb another neighboring country?

Iran is a theocracy in name and fascist in practice. like all governments, it claims to be one thing but in fact is generally organized and operates along oligarchical/totalitarian principles that empower/enrich the few at the expense of the many. once you move past the hand wringing it's pretty simple to grasp.
