Goatse had to be done via Australia back in the day. I have a name but I am not certain it is who owned Goatse but the email tied to it is / was configmix aaaatt hotmail.com

About 20 years ago it was "I AM LOOKING AT GAY PORN!!!" that was shouted out from the computer speaker. I thought that was kind of funny so I did that link to a few people. Little did I know the site had been compromised and everyone who ran Windows (which was everyone but me) had their computer crash and get infected with a virus that redirected all web traffic to a site called something like "Pissflaps" (straight porn)

Man, people were really, really pissed at me.
