Yes, really. Juba as in South Sudan. Yes, vacations. No joke. Trip report here:

Will try to answer any further questions if I can. Sorry did not research beer prices (likely high, like all other prices), availability of black-market AK-47s, or fashion preferences of militia members in the disputed regions along the Sudanese border. Did strictly standard tourist stuff.

Did a Juba vacation back in 2006. It was pretty sweet. From what I hear it sounds a helluva lot more developed now with hotels and electricity. Have to go back and check it.
