Strikes in Nepal

I am headed to Nepal and will be there right in the middle of when their constitution is supposed to go through. There will be strikes no matter if it is or is not passed. Have any of you ever dealt with logistics in Nepal when stuff like this happens? What shuts down, and what keeps running?

I was in Nepal late 2013 during their national elections. All public transport across the country wasn't running for a few days before/during/after the elections. There were checkpoints along many points of the main highways, and the only vehicles they were letting through were tourist buses, or private jeeps (also labelled "Tourist") There were also shuttles running between Kathmandu and the airport, but other than that, the roads were deserted. Count on having to hire your own transport, which will probably cost more that you would pay for local transport, but will definitely be possible. We got stuck in one of the towns bordering the Manaslu region for 2 days trying to organize transport back to Kathmandu. Hope this helps.
