UTAH SHELTER SYSTEMS is a company organized to provide consultation and equipment for building multi-hazard home shelters. It is owned and managed by Paul Seyfried and Sharon Packer. The company was incorporated in 1998.

Sharon and Paul are the United States distributors of the Swiss made Luwa of Andair AG located in Andelfingen Switzerland. They specialize in home shelter systems and sell the Luwa blast valves, air filtration system, and chemical biological system. They construct corrugated steel shelters in all sizes. The shelters are designed to withstand blasts to the 150 psi range.

Paul is a graduate of the Missouri Military Academy and attended the New Mexico Military Institute. He attended classes at the National Emergency Training Center in Emitsburg, PA. He is employed at a local aerospace company.

Sharon graduated with a masters degree in nuclear engineering in 1993 from the University of Utah. She also has a bachelors degree in mathematics with a minor in physics. She has always had a keen interest in emergency preparedness and became an EMT in 1986. She volunteered on an ambulance for two years and teaches emergency first aid along with many other aspects of preparedness. She is a ham radio operator and acts as the regional nuclear weapons effects trainer for MARS (the air-force arm of amateur radio).Sharon and Paul founded Civil Defense Volunteers of Utah in 1987.


Paul and Sharon serve on the board of directors of the Civil Defense Volunteers of Utah (CDV). This organization holds monthly meetings free of charge to the public at the City and County building in Salt Lake City, where they teach nuclear weapons effects, winter survival, first aid, shelter building techniques, and many other subjects pertaining to preparedness.


Paul and Sharon have lectured widely throughout Utah and the United States. They are regular speakers at the national Doctor's for Disaster Preparedness meetings and Sharon serves on the board of directors for TACDA (The American Civil Defense Association). They have given lectures at the B.Y.U. University, and Sharon taught a National Securities Affairs class in 1993 at the University of Utah.

UTAH SHELTER SYSTEMS builds any size multi-hazard steel shelter. The shelters are designed for use during nuclear war, chemical/biological warfare, fire, earthquake, home invasion, winter storm, tornado, hurricane and EMP. Eight foot diameter shelters are constructed of 14 gauge galvanized corrugated steel. Nine & 10 ft. shelters are constructed of 12 gauge galvanized corrugated steel. All entrances are of 16 gauge corrugated galvanized steel. End plates are constructed of 3/8" steel plate. Some on site welding is necessary (air pipes must be assembled and welded to air vent stubs, rebar must be welded to door, and ladder must be welded to door frame). A 6 ft. concrete pad must be poured around the doors and the rock crib blast valve is an option not included.
Complete Shelter: includes shelter body, painting with rust inhibitor on end plates, primer coat inside shelter body, one 48 in. diameter entrance, one 36 in. diameter entrance, two hardened blast doors, two six inch diameter steel air vent stubs welded in place, two lengths six inch diameter air vents to grade level, two ladders, complete floor system with removable center panels, five full shelter lengths of unistrut, 20 unistrut hangers, ac & dc wiring system, four 55 gallon water barrels, chemical toilet, and a 50 person ANDAIR VA 150 chem/bio air filtration unit.

Basic Shelter: includes shelter body, painting with rust inhibitor of end plates, one 48 inch diameter entrance, one hardened blast door, two 6 in. diameter steel air vent stubs welded in place, floor side braces only, one section (8 ft.) of floor for a pattern; one length unistrut; and a 50 person (Swiss air volume standards) ANDAIR VA 150 chem/bio air filtration unit. The shelter entrances are designed for 8, 9 and 10 ft.dirt cover on 8, 9 and 10-ft. diameter shelters respectively, unless otherwise indicated by customer. This shelter is ready to be placed into the ground where you can complete the rest of the work at your leisure.
