Since you're a bit limited by budget, I would use this:

Get an airfare range you're comfortable with that will leave you enough money and see what options pop up.

Good luck.

looking like pensacola now, actually. wish it was cartagena or panama but i have a friend who knows someone who knows someone who owns a beach house there and i may be able to borrow it for free. i love free. if that falls through then the plan is probably panama or where airfare is cheapest for her, as she is flying in from a different part of the country.

Definitely Cartagena - historic (walk along the ancient spanish walls around the old city), beautiful, fantastic beaches - take a day trip to Isla Rosario - water is warm and with incredible colors. Most dangerous thing I encountered were hordes of vendors. But - has a hint of danger where bomb sniffing dogs greet you at the door of some venues. Exotic and Romantic (with a capital R.) Going anywhere across the Atlantic requires losing 2 days to travel over plus the day coming back. And then there is the fog of jet lag. Go Colombia - not too many time zones over - relatively inexpensive - reasonable flight times from USA probably via Miami.
