1.2 Mbps occasionally?
1.2 MB single files?
1.2 Mb files?
BGAN is expensive. It's charged by megabyte of data transfer. It's one of those things that if you have to ask how much it costs, you can't afford it. If you cannot afford a BGAN you should investigate some other options such as methods of resizing your photos to the smallest practical size and transferring them by Thuraya data service or similar. Depends a lot on where you are.

Cost not a concern when I am feeding to a client. Need a min of 1.2 constant to feed live HD video.

In that case you want about a 1.0 meter sized flyaway ku-band antenna system and a 40W BUC. iDirect Evoulution series modem would be good for IP data with that.
If you want dedicated bandwith it's going to be a lot of kilohertz on the satellite, because the 1.0m dish will require rather loose carrier modulation.
