Oh this is great! My neighbor, who walks his dog and kid the same time I walk my dog and kid, and who works for CNN, stopped to chat with me this morning (we're coordinating Halloween parties). And he knows I am.... erm, used to be, damn it all to hell.... a travel writer in semi-dangerous-ish places. He was like, "Have you ever heard of Robert Young Pelton, he writes THE travel guide to dangerous places?" Uh.... maybe... moustache right? And he started telling me about Expedition Kony lol.... I guess CNN is going to give you some play or something?

Many HUMINTers (human intelligence professionals) are forced to read FM 34-52 (The U.S. Army Handbook on Interrogations), the KUBARK Counterintelligence and Interrogation handbook, or something similar. These “manuals” are often considered the golden books used to get the job done.
But shouldn’t we also look at different tools to assist the HUMINT mission? If we should, then Robert Young Pelton, the controversial adventure survivalist, may be hand delivering us one of those additional tools.

The aforementioned books are merely tools. They are no different from a lighter used to start a fire. But what happens when the lighter doesn’t work? What happens when we become reliant on certain tools and for whatever reason, they just don’t work in specific situations? We must learn to go back to the most primitive alternatives.

How many human intelligence trainees would succeed if they were told to go to a coffee shop on Day One of training and simply get the phone number of a complete stranger? How many will say such a task is too simple? Trust me, for some, the task is a lot easier said than done. You would be surprised how many people cannot complete such a mission within an allocated time.

For a nation that can find, fix, and finish certain targets with ease, why does it take us so long to achieve similar objectives on other targets? Why do some wanted persons remain at large, while others are quickly captured with little difficulty? Really, why were we capable of capturing Saddam Hussein, yet, for whatever reason, we continue to hunt individuals like Joseph Kony?

Has technology hindered our success in capturing certain persons? Are we wearing blinders due to our own rules or ideas regarding intelligence collection efforts? Have we lost the most primitive means in the HUMINT discipline?

Human Intelligence officers must always be on their feet thinking of new or different ways to achieve their mission. Oftentimes, just taking a pause in what we are doing to observe others in different fields might actually assist. Doctors, bankers, journalists, etc. all collect data and analyze that which they collect. This brings me to Robert Young Pelton, the man who wrote The World’s Most Dangerous Places.

Pelton is an adventurer, war junkie, journalist, and a guy who traveled the globe tracking down and interviewing some of the world’s most dangerous men. I know many who have their differences of opinion on Pelton. Yet, if we set those differences aside and simply take some time to observe his current endeavor, those who work in the human intelligence profession may actually pick up on some things.
RYP, as he is often referred, is setting off to track the Lord’s Resistance Army leader Joseph Kony. Personally, I think it’s a waste of time, considering the savage only has an estimated 200 soldiers. But Kony is a dirtball who committed heinous crimes against humanity, so he does need to be brought to justice.

Expedition Kony, RYP’s title for this mission, may or may not be really about finding Kony. You see, millions of dollars have been allocated to find the LRA leader. Thousands of soldiers from the international community, which includes U.S. Special Operators, have been sent in to find the guy. Yet for whatever reason, no one seems capable of achieving that mission.

For me, Pelton’s mission isn’t just about finding Kony. In fact, I believe his mission is much more than that. I personally believe Pelton is out to show the world, especially those in first world countries, that we suck at doing certain types of work — i.e., HUMINT.

Ok, I said it. Yes, I believe we suck at HUMINT operations, considering U.S. HUMINT is what I consider to be an endangered intelligence discipline. We have become dependent on certain literature to teach us the tricks of the trade (which may or may not be outdated), we fail in teaching the most basic essentials first, and we have way too many rules that hinder success.

I don’t believe Pelton’s newest adventure is a slap in the face to the HUMINT world, but rather, a live showing of how the intelligence discipline can actually succeed if done properly. By properly, I mean taking calculated risks, identifying specific human systems or tribes, listening to what they have to say without any prejudice or bias, focusing on some of the trends they divulge, analyzing everything, and moving deeper into the abyss — you know, going back to the most primitive means in the HUMINT discipline.

I, for one, will be watching Pelton and his team with a close eye and, hopefully, some of our decision makers will as well, because while HUMINT may be endangered, broken, or whatever, it is an incredible discipline within the intelligence world that does work when done the right way. If done properly, HUMINT can even take down one of the world’s most wanted men, like Joseph Kony.

I have my reasons for supporting Robert Young Pelton and his quest to find Kony. My reasons aren’t because I actually give a damn about Kony or the LRA. Call me selfish, but my reasons are simply because I want to observe what he does, how he does it, and what the outcomes will be. Call me a fanatical observer.
