The problem with whippets as relating to law enforcement is there is no trace of the stuff in a blood test. Most drug metabolites linger for hours, days, or weeks. Somebody high on whippets could be high as a kite and literally stone-cold sober within a minute, with no evidence of having been under the influence unless the LEO finds video evidence or a bunch of used whippets in the car, etc. Inhalants are a tough drug category to prosecute for DUI.

Huffed some balloons back in the day, not my drug of choice. Best to drive while sober IMO but sure sounds like one bad-ass jump.

As I said, (and so did the officer in this video), she'll be stone cold sober before he gets her to the station for a blood draw, and there will be nothing in her blood to show she was using drugs. For most drugs, the blood test will show evidence of drug use. With whippets and many other inhalants, you need other evidence such as driving, video of FSTs, empty canisters, etc.
